Vordan was built on a single conviction: accountability is an engineering problem, not a communications problem. Accountable by Design means governance architecture built in before deployment, not retrofitted after failure. And it requires measurement.
For too long, governance has been self-reported. Organizations describe their programs. Auditors verify the description. Nobody scores the distance between what the program claims and what the risk actually requires. That distance is the gap. And until now, it has had no instrument.
It does now.
The Vordan Accountability Framework (VAF) is the organizational audit. Six modules, direct access required, practitioner interviews, evidence production under defined timeframes, sequential signature gates. It produces an Accountability Gap Score out of 100. The distance between where an organization is and where accountability requires it to be.
The Agentic Accountability Baseline (AAB) defines what sufficient accountability looks like for autonomous AI deployments. Not whether the log exists. Whether the log constitutes accountability. The distinction is where the gap lives. Every enterprise deploying agentic AI will eventually be asked to prove it. The harness vendor can show what the product captures. No harness vendor can define what sufficient looks like from a governance standpoint without a conflict of interest. That definition has to come from somewhere independent. The AAB is that definition.
The Vordan External Posture Assessment (VEPA) evaluates the observable accountability posture of any organization using the public record as its sole evidentiary basis. No organizational cooperation required. No access needed. Six fixed components, scored on a 1 to 5 scale, with mandatory confidence intervals on every finding. If Vordan cannot cite a source for a finding, it is not a VEPA finding.
Three instruments. One doctrine. All of it built on the same six structural properties every accountable governance system must possess: Origin, Voice, Traceability, Timing, Response, and Transparency.
The VAF applies them inside an organization. The VEPA applies them to what an organization chose to make visible. The AAB applies them to the governance conditions created when an AI agent acts on behalf of that organization.
This is what the institution looks like.
